Jean-Claude Juncker opened his speech on the State of the Union on a note of optimism. “Wind is in our sails”, he said. After Brexit, the victory of pro-European parties in political elections in France and Germany and President Macron’s important speech at the Sorbonne on “the rebuilding of a sovereign, democratic and united Europe”, conditions seem to be ripe for resuming the march towards federal union.

Today we are saying goodbye to the German and European Statesman, Helmut Kohl. And I am saying goodbye to a true friend who guided me with affection over the years and the decades. I am not speaking now as President of the Commission, but as a friend who became President of the Commission.

This is truly an exceptional moment for cooperation between the European Union and NATO. A strong European Union defence makes NATO strong and we are seeing this in our daily work, and a strong NATO makes the European defence strong; and to us, in the European Union, there is no doubt about that, it is self-evident.

The meaning of “ever closer union” is a concept of fundamental importance, though the European Council had tried to belittle it in the so-called “new settlement for the United Kingdom”[i], which deceased after the negative outcome of the referendum held in Britain on June 23rd, 2016.

Looking at the current controversy about the ideological labels to be sticked on the new French President, the answer cannot be but a mixed one. Is he a neoliberal? Is he a Nordic social democrat? Or both? “En même temps” (all of that together), according to his by now famous stock phrase. Which does not mean the question is irrelevant, but that the answer depends on “something completely different”, as Monty Python used to say. And, in the eyes of many people, that “something” is his cosmopolitanism.
